Bases Conversion and Development Authority (BCDA) President and Chief Executive Officer Joshua M. Bingcang has been named one of Stargate PeopleAsia Magazine’s “Men Who Matter” for 2025, honored for his transformative leadership in shaping cities and uplifting communities.
Described as a “management maven,” the Pampanga-born executive was hailed as a seasoned career leader who goes beyond delivering numbers and metrics, never losing sight of the broader objective to empower communities and improve the lives of Filipinos.
“How he leads BCDA to not just meet—but surpass—government-set targets is the perfect case study on management and corporate governance,” Stargate PeopleAsia said.
Over his decades of work at the BCDA, Engr. Bingcang has been instrumental in the implementation of several landmark projects that have reshaped the country’s economic landscape, including Bonifacio Global City, Subic-Clark-Tarlac Expressway, Clark International Airport, and New Clark City.
Under his leadership, BCDA remitted Php5.17 billion to the National Treasury this year, its highest to date. That includes a record Php2.04 billion dividend, representing 80% of its net earnings. BCDA also ranks among the top-performing government-owned and -controlled corporations (GOCCs) in the country, and today stands as the third-highest investment promotions agency based on actual project approvals.
For 15 straight years, BCDA has earned the highest audit rating from the Commission on Audit, a clear reflection of integrity and disciplined governance. During Engr. Bingcang’s term, the BCDA’s classification under Executive Order No. 150 also rose from Tier 2 to Tier 1, the highest classification for GOCCs.
Engr. Bingcang received his award during the “Men Who Matter” Awards Night on Tuesday, August 12, at the Marriott Grand Ballroom, Newport City in Pasay City.

Joining him in this year’s roster were Alden Richards, Senator Bam Aquino, Senator Tito Sotto, Dr. Cyril Adan, Robby Carmona, Jan Conadera, Christian Esguerra, Jovy Hernandez, Wayne Jacinto, Bryan Lui, Jonathan Matti, and Lito Villanueva.
